Personal accounts may save Social Security

Social Security reform is expected to come to the forefront of policy debate again, but Democrats will be more receptive to the notion of personal savings accounts if they are tied less directly to Social Security and more toward overall sayings. One former adviser to President Clinton is stumping for a universal 401(k) program.
